房值上漲三成 (Values increase by a third)

當奧市各業主在今年十一月收到地稅單時, 將會發現他們的物業的價值會平均上漲33%。

政府因徵收地稅的關係, 會每三年為本國物業重新估值一次。奧市府註册估價師表示, 物業估值是基於該物業的類別、建材質量、所處地區、四周景觀及其他因素而計算的。今年七月一日所公佈的官方房價估值一方面可讓各業主心裏有數, 他們的物業現時應可在這個價位售出, 另方面政府也會按這個估值來徵收自1/7/15起未來三年內的地稅。

Auckland property owners can expect their property values to increase by an average 33% when they receive notices from the council in November.

Properties are revalued every three years, for rating purposes.  Auckland council’s registered valuer Peter McKay said, “Local value movements will vary due to the type of property, its quality and condition, zoning, views and other factors.  Capital value or CV used as the rating valuation is the likely price the property would have sold for on July 1, 2014.  Its new value will be used to help set rates for the three year rating period beginning next year, July 1, 2015.”

地稅是房租上漲主因 (Rates rises biggest rent driver)

Crockers 的最新民調顯示, 半數物業業主表示現時房租合理, 32%則認為偏低, 4% 表示過低, 但6%則認為偏高。

半數受訪業主不打算在未來六個月內加租, 但大約24%的業主則考慮袛調升房租3% 至 4%; 這些受訪業主均表示地稅增加是導至他們要調升房租的主因, 保費的調漲、 銀行利息及房子維護成本的上升就是次因。16%的業主袛是為了賺取更多的收入就加租。

Crockers 稱在奧市兩房物業的租金企穩, 但三房物業的平均租金則較上月已上漲了。

Crockers latest market research shows that half of landlords thought rents were fairly priced.  But 32% said they were below a fair price and 4% said they were well below a fair price.  Another 6% said they were above a fair price.

Half of those surveyed were not planning to increase the rent they charged in the next six months.  Most of the 24% who were planning a rent increase were expecting to raise rent by only 3% to 4%.  The survey respondents said an increase in local rates was the biggest driver of rent increases, followed by increases in the cost of insurance, interest rates and then property maintenance.  Only 16% would increase rents to improve their income. 

Crockers said two-bedroom rent prices in Auckland were stable but the average price of a three-bedroom rental increased compared to the month before.

房市情緖創七年來新低 (Sentiment falls to seven-year low)

ASB 銀行的最新調查報告指出, 現時準買家的購房情緖意欲是自2007年以來最差的。有11%的受訪者稱現時是購房的最差時機; 在奧市這種負面情緖更烈。

ASB首席經濟師表示, 奧市將繼續成為全國房價高增長地區, 但房源短缺仍會困擾該地區的買家, 並且是影響着買家的情緖及房價的主因。隨着新房建造工程逐步開展, 房源將會增多, 但這個過程需要時間去推行。

69%的受訪者預期利率仍會上調, 該經濟師稱, 雖然他同意大家對利率仍會上升的想法, 但他認為儲備銀行在2015年初之前會維持利率不變。他預期2015間儲備銀行會將官方利率上調至4.5%, 即較現水平提升1 %, 這將導至房貸利率更上一層樓。

The mood of would-be house buyers is at its lowest level since 2007, the latest ASB Housing Confidence Survey shows.  A net 11% of all respondents nationwide see now as a bad time to buy a house.  The sentiment is even more pronounced in Auckland.

ASB chief economist Nick Tuffey said, “Auckland continues to record stronger house price gains than anywhere else in the country while a lack of housing supply is likely causing frustration for buyers in both Auckland and Canterbury.  A lack of supply was a big factor affecting both price expectations and sentiment.  There are a low number of houses for sale nationwide.  Supply will lift gradually as construction picks up, but this process will take time.

 A net 69% of respondents expect more interest rate increases.  Tuffey said, “We agree with the majority of respondents who expect interest rates to continue to rise, however we are expecting the RBNZ to hold off raising the OCR again until early 2015.  We anticipate the RBNZ will lift the OCR to 4.5% over 2015, a further 1% above current levels, which would result in further mortgage rate increase for borrowers.”
