經濟學者稱首付限制措施進展得宜 (Bank's LVR move the right one, economists say)

經濟學者支持本國儲備銀行現時仍保持首付限制措施的決定。儲備銀行行長在上週出臺的本國財經穩健性報告中指出,現階段去解除首付限制措施是不適時的。他說"我們曾經不斷表明這袛是一個暫時性的措施,但奈何因現時移民淨流入量強勢增長,導至房價有重漲的風險;故此我們認為現時解除首付限制措施是不適當的。"

ASB經濟師同意這個做法,認為REINZ的最新數據也支持要保留首付限制措施。他稱 "就算考慮到現時房市是在春天的交投旺季中,本年十月份的房市活動也是超強地反彈起來;跟往常一樣,房市活動在奧市及坎市特別活躍。雖然房產渴市,但房源仍然緊絀,造成來年房價維持上漲的勢頭。"

BNZ 經濟師表示,其他令房價激增的因素包括有本國大選戰情已塵埃落定、房貸利率持續低企、銀行間競爭日趨白熱化,移民淨流入量增強及新建房許可個案減少等。他稱,儲備銀行要看到有更多房價會保持守穩的證據,它才會撤除付限制措施。

Bank economists support the Reserve Bank's decision to leave loan-to-value restrictions in place for now.  In last week's Financial Stability Report, Reserve Bank Governor Graeme Wheeler said the time was not right to lift the LVR rules.  "We have always indicated that the LVR restrictions are a temporary measure.  However, there remains a risk of a resurgence in house price inflation, particularly in light of strong immigration flows.  Consequently, we do not consider it appropriate to ease the LVR speed limit at this time."

ASB's economists agreed, saying the newest REINZ data supported the decision to leave the rules in place.  "Even taking into account the 'spring surge', house sales rebounded strongly in October.  As has been the trend over the past year, activity was particularly strong in Auckland and Canterbury.  Against this backdrop of strong demand, housing supply remains very tight, which should maintain upwards pressure on house prices over the coming year - albeit at a moderating rate."

BNZ chief economist Tony Alexander said other factors that could boost prices included that the election was out of the way, mortgage rates looked set to stay low for some time, banks were increasingly competitive, migration was up, and consents for new dwelling were down.  He said the Reserve bank old likely want  see more evidence of a sustained suppression of house price inflation before backing away from the LVR rules.

奧克蘭市房租上揚 (Auckland rents rise)

Barfoot & Thompson 稱,對比去年同期,上月份奧市的平均週租上升了5.40%。在該公司最新的出租房產報告中指出,一房物業的平均週租上升了2.60% (由$305 增至$313)、二房的上升了4.30% (由$373 增至$389)、三房的上升了4.40%(由$455 增至$475)、四房的上升了3.30% (由$579 增至$598)、五房或以上的上升了5.40%(由$710 增至$748)。

該報告顯示,一房物業的租金仍以南奧區最為便宜($269),但中區是最昂貴的($351)。整體而言,中區的一房、二房及三房的租金仍是最高的。西區錄得一房的租金增幅最高達10.20%至$283。Rodney區在過去12個月的平均租金的百分比增幅最高,該區五房以上的租金已上升14%;奧市一般的同類物業的租金在過去的十二個月袛上升了5%。

若以Otara區三房物業的平均買價$333,692及週租金$405來說,該區的這類型物業的租金回報率最高達6.31%;反之,以Mission Bay區的三房物業的平均買價$1,462,500及週租金$659來說,該區的這類型物業的租金回報率最低。

Average weekly rents rose by up to 5/40 across Acu7kand last month compared to the same time the year before, Barfoot and Thompson says.  In its latest rental report, it says the average weekly rent for one-bedroom properties has risen by 2.60% (from $305 to $313), two-bedroom by 4.30% (from $373 to $389), three-bedroom by 4.40% (from$455 to 475), four-bedroom by 3.30% (from $579 to $598) and five or more bedroom by 5.40 (from $710 to $748).

It shows South Auckland remains the cheapest place for one-bedroom rentals ($269), and central Auckland is the most expensive ($351).  Central Auckland continues to have the highest rent for one-, two- and three-bedroom properties.  West Auckland reported the biggest increase in rents for one-bedroom properties over the year, up 10.20% to $283.  Average rents in Rodney have grown by the highest percentage in the past 12 months, with rent for 5+ bedroom properties increasing by 14%.  Across Auckland, 5+ bedroom properties increased by 5% iun the last 12 months.

Otara had the highest rental yield in the month, of 6.31%, based on an average purchase price for a three-bedroom home of $333,692 and rent of $405.  Mission Bay had the lowest yield for three-bedroom properties, with an average sale price of $1,462,500 and a rent of $659.
