政府正審議出租屋安全許可證方案 (Rental warrants examined by minister)

新任房屋部長正審議本國出租屋需出具安全許可證的可能性。這方案的構思獲得綠黨及一個顧問團體的支持。該顧問團體發現本國超過四分之三的貧窮兒童都是住在出租屋裏。綠黨認為這方案可保障出租屋能提供基本的保暖及光源設施,出租屋並可被定期檢查。

但新西蘭房產投資者聯盟稱這方案會增加投資成本,業主將無奈地加租。該聯盟主席表示這根本是一個莫湏有的方案,因現行的其他法例已賦有大部份相同的保障,這方案祗是架牀叠屋而已。

National’s new housing minister is looking into the possibility of a ‘warrant of fitness’ for rental properties.  The idea has been championed by the Green party and was backed up last year by an advisory group on child poverty, which found almost three-quarters of impoverished children were living in rental properties.  The Greens had called for such a scheme to enforce minimum standards for heating, light and insulation, and for properties to be inspected regularly. 

The New Zealand Property Investors Federation has said that such a scheme would be costly and force landlords to hike rents.  President of the Federation said, “It is not so much a daft idea but it is an unnecessary idea.  A lot of things that are covered by a warrant of fitness are already in other acts like the Health and Safety Act.. it would just be duplication.’ 

本國人口流動逆轉剌激房價飊升 (Migration turnaround likely to boost prices)

最新資料顯示本國上月移入人數較外移人口為多,這似乎令已熾熱的房市更爆紅起來。上月紐人移居澳洲的數量較過去二年任何月份的為低;今年二月份有3,770紐人移往澳洲,較去年同月的4,630人有明顯的減少。而在這月份,更有1,420人從澳洲回流本國。

ASB銀行經濟師表示,因基督城重建工程進行得如火如荼及勞動市場前景樂觀,這將令外移人口持續減少。

New Zealand gained more new residents than it lost last month, new data shows – and it is likely to provide more fuel for the housing market.  Fewer Kiwis left for Australia last month than in any month in the past two years.  Just 3,770 New Zealanders moved to Australia in February, compared to 4,630 a year earlier.  And 1,420 people moved back from Australia. 

ASB economist Daniel Smith said departures would continue to fall as the Christchurch rebuilding gathered momentum and the labour market improved. 

房銷量上揚但步伐放緩(Sales numbers up but pace slowing: REINZ)

最新本國房地產協會統計數字顯示,今年二月份房屋銷情遠較過去六年間同月份暢旺。二月份住房銷售量達6,632宗,較一月份上升34%。對比去年二月份,本國今年同月份的房價中位數為$382,000,上升了7.6%,但仍較去年十二月份的紀錄性高位的$389,000為低。REINZ的首長表示,雖然房價接近紀錄性高位,但成交宗數有放緩跡象。2012年二月份住房成交量較2011年同月份急升34.4%,但今年二月份住房成交量較2012年同月份祗輕微上升7.5%。奧克蘭市及基督城房源短缺是導至該些地區的房價作雙位數急升的主因。

另外本年二月份有1,238宗的房屋買賣是經拍賣方式成交,佔總銷量的18.7%,即較去年同月份上升80.5%。

More houses sold in February than in any February month for six years, the latest Real Estate Institute Statistics reveal.  The 6,632 residential property sales last month was up 34% on January.  The national median price rose 7.6% to $382,000 compared to February 2012 but remains below the record $389,000 established last December.  REINZ chief executive said the rate of growth in the number of transactions was slowing despite prices being near record levels.  The year-on-year increase in February 2012 on the same month the year before was 34.4%, while the increase in February 2013 on February 2012 was a more modest 7.5%.  “Supply shortages in Auckland and Christchurch are the main constraint, resulting in double-digit price increases in those regions.”

Nationally there were 1,238 dwellings sold by auction in February representing 18.7% of all sales, an increase of 80.5% on the number of dwellings sold by auction in February 2012. 

銀行借貸風險撥備增大將令房貸成本上升(Increased capital requirements could make loans more expensive)

本國儲備銀行正審議市面上各銀行為房貸風險撥備的問題並發表了一份諮詢文件。它更制定各銀行必須對房貸的潛在風險作某份額的撥備並定期作檢討。儲備銀行副行長表示撥備份額應能足以反映各銀行對房貸所面臨的風險的強度,它建議對高貸低資比率的貸款作相應大份額的風險撥備。故此儲備銀行透露或許在不久將來各銀行會為高貸低資比率的房貸作更大額的風險撥備,這將導至房貸利率飊升。

The Reserve Bank is reviewing the housing loan capital adequacy requirements for New Zealand banks and has released a consultation paper.  The requirements dictate how much a bank must have set aside to cover potential losses from mortgage lending; they are reviewed periodically.  Deputy Governor said the Reserve bank wanted to ensure the requirements adequately reflected the risks involved in lending to the housing sector.  The bank is proposing higher capital requirements for high LVR loans.”  Banks may soon have to hold more capital to offset high loan-to-value home lending, the Reserve Bank has indicated.  And one expert says that may lead to higher interest rates.
