房貸資訊分享【Home Mortgage Information Update】

各位朋友,很高興又跟大家克見面了。這次我仍繼續為大家送上最新銀行利率及物業市場的相關報導。

Greetings!  I am glad to talk to you again.  In this issue, I will show you the latest home loan interest rates and what are going on in the local property market.

儲備銀行剛將官方貼現利率下調至2.5%,創歷史性低位,這將加強恢復市塲信心並已導至現房貸利率處於低水平。儲備銀行行長對此持審慎態度,表示低息率將維持一段時間。雖然國內農產業及房產市塲(特別是奧克蘭區) 有復甦跡象,但他擔心油價高企及紐元堅挺會對經濟活動產生負面影響。他表明若未來兩年內經濟發展有實質的增長,官方貼現利率將作適當上調。

BNZ 經濟分析師認為基督城地震災難削弱了國家的經濟活動及市場信心, 並預期銀行官方貼現利率在明年一月前也不會上調。其他經濟分析師普遍認為在2012年當基督城地震災後重建工作完全開展後,利率也會隨之攀升。

The Reserve Bank has just set the OCR at 2.5%, the record low since March of 1999; the cut hopefully gives the economy a boost in confidence with many home lending banks already reducing their variable and fixed home loan rates.   The Reserve Bank governor expresses that it seems prudent and appropriate to remain the OCR at the current level for some time.  The governor notes that although the domestic on-farm investment and housing market activity (particularly in Auckland) have shown signs of recovery, higher oil prices and the elevated level of the NZ dollar are both unwelcome.  He further says that the OCR is likely to rise modestly over the next two years when the recovery becomes more robust. 

BNZ economist says the earthquake in Christchurch has weakened economic activity and confidence in New Zealand.  He anticipates that the OCR will not be increased until January of 2012. Other economists generally predict that there will see a lift in OCR in 2012 while post-earthquake reconstruction gets underway. 

房地產報導(Property Market Update)

紐西蘭統計局表示全國新建房包括公寓大樓的批建數目創下自1982年以來最低點並較四月份下跌28%。全國十二個區份中,有十二個區份均錄得建造業衰退現象, 當中以Canterbury, Waikato 及Otago最為嚴重。數字顯示本年三月份全國批建新房祗有1,047間及40個公寓單位。統計局公佈本年三月份批建新民房總值四億二千萬紐元,較去年同期下跌20%, 批建非民房三億四千四百萬紐元,下挫0.2%。註冊承建商聯會主席對此不感驚訝,並表示本國建築業正進入第三年度的衰退期,並預期本年底前衰退現象仍會持續。他憂慮本地將流失大量有技能的建築工人,當房產市塲復甦時,建造業界將難以應付。

NZ Property Report 指出本國房產交投漸見活躍,房產要價也見漲幅。本年四月份房產要價作季節性調整,較2007年十月份最高點上調2%達平均值$429,249。但祗有奧克蘭區最受惠,全國其它地區房產交投普遍淡靜。五月份奧克蘭房產要價較三月份攀升1%達中位數$555,572。

Statistics New Zealand (SNZ) said the number of new homes authorized including apartments has fallen 28% since April to be at its lowest point since 1982.  SNZ figures also revealed that of the 16 regions, 12 regions have recorded less consents for new homes while Canterbury, Waikato and Otago saw the greatest falls.  In March consents were issued for 1,047 new homes and 40 new apartment units.  The value of consents issued for residential buildings stood at $420 million in March 2011, down 20% on the year earlier; the value of non-residential buildings fell 0.2% to $344 million.  Registered Master Builders Federation expressed that the figures came as no surprise.  It said the construction sector is well into its third year of recession and the contraction will continue for most of the year.  It noted that the industry will suffer from losing skilled trades people and will struggle to cope when the market eventually responds. 

NZ Property Report shows that the local property market is beginning to show signs of renewed activity with the average asking price for a home at its highest level in four years.  The report found that the asking price for new property listings rose by a seasonally adjusted 2% in April to $429,249, just ahead of the previous high point in October of 2007.  The report pointed out that the renewed activity is very much centered on the Auckland region; the nationwide inventory levels remain high.   Auckland saw the mean asking price climb 1% from March to $555,572.
