奧市居民或將迎來限制資貸比率的衝擊 (Aucklanders may be hit with LVR restrictions: Poll)

本國經濟師們透露,愈來愈有跡象顯示,儲備銀行或會要求奧市居民在購買房產時提供更大比率的首付。他們認為儲備銀行行長似乎正考慮運用各種審慎的手段去打擊熾熱的奧市房產市場,其中限制資貸比率被視為最有可能的殺手鐧。人們將不可以祗提供少量資金就能購得貴價物業,這也就不會替現行的市道火上添油。

雖然全國大部份地區的房產活動轉趨活躍,但祗有奧克蘭市及基督城的住宅房價有泡沫之虞,這將促使儲備銀行行長會限制資貸比率來作為回應。但經濟師們仍預期儲備銀行行長將會首先在本年底將官方貼現利率提高至2.75%,而浮動貸款利率在2014年初將超越6%,在2015年甚至高達8.6%。

It is becoming increasingly likely that the Reserve Bank may require Aucklanders in particular to have bigger deposits to buy property, economists say.  They showed that several thought Reserve bank Governor Graeme Wheeler was looking increasingly likely to deploy macroprudential tools to tackle the heat in the Auckland property market.  The most likely tool was a loan-to-value (LVR) restriction, so that people cannot fuel the market by buying expensive properties with very little money down.

Although there have been as reported pick-up in activity in most regions, only Auckland and Christchurch’s residential property markets are posing any real house price inflation risk.  Gareth Kiernan, of Infometrics, said Wheeler’s comments indicated a growing risk that he was reaching for LVR restrictions.  He said he still expected a rise in the Official Cash Rate to be the Governor’s first-choice tactic.  He expects the OCR to be 2.75% by the end of the year and for floating mortgage rates to rise past 6% in early 2014.  Kiernan predicts they will be as high as 8.6% by 2015.

焦急的買家窺視漏水屋 (Desperate Buyers Turn to Leaky Homes)

奧克蘭房產投資者協會主席指出,在過去數月房產買家的心態已起了明顯的變化,那些焦急的準買家現正轉向窺視漏水屋,試圖在熾熱的奧市房產市場分得一杯羹。往昔時,漏水屋都以淨地價或以更低的價格賣給投資者;但現今則能以一個相對上較好的價格轉讓給那些願意搏一舖的自住買家。

該主席說現在漏水屋均以低於官方估值十萬至二十萬脫售。一般人們都認為這是化算的買賣,並自信地他們可以將每堵牆逐步復修過來。但他們沒料到這是一項高風險的策畧;他們需要準確知道復修的全部費用是多少。

另邊廂,對於那些受困擾多時的漏水屋屋主來說,這時正是天賜良機。當大家爭先恐後搶購房屋時,這些屋主們可乘勢脫困。故此漏水屋的房價也穩步上漲,並預期它會升至貼近官方估值水平。

Desperate would-be homeowners are turning to leaky buildings in an attempt to get a foothold in a hot Auckland property market.  Auckland Property Investors Association president David Whitburn said there had been a noticeable change in attitude among buyers over the past couple of months.  Previously, leaky homes had been selling at about land value – or in some cases below – to investors.  Now, they are selling for much better prices to owner-occupiers willing to take a punt.

Whitburn said leaky homes were now selling for $100,000 to $200,000 below their capital value.  “People think it is a good buy and say ’we’ll fix a wall this year, a wall next year’.  But, it is a high risk strategy.”  He said it is important that people knew exactly how much it would cost to re-clad their homes. 

Whitburn said for people who had been sitting on leaky homes for some tim, it was a good opportunity to sell as people were clamouring for properties.  He said prices were steadily improving.  “You’d expect them to sell for somewhere between land value and CV but they are getting closer to CV.”
